13TH KEC CONFAB HELD IN P’SINAN. Governor Amado I. Espino, III affirms the commitment of the provincial government in providing opportunities to every Pangasinense in cooperation with the Tech4Ed as he leads the opening of the Knowledge Exchange Conference (KEC 13), an annual gathering of ICT4D and Public Internet Access advocates nationwide. The conference, organized by the Philippine Community eCenter Network, Inc.
