Mayors told to align projects with PH Dev’t Plan

PANGASINAN mayors can secure funding for their projects if the projects are aligned with the Philippine Development Plan.

This was the advice of Laoac Mayor Silverio Alarcio Jr., president of the Pangasinan Mayors’ League (PML) to the league’s members, saying it is actually a lot easier for municipalities to source funds from the national government than during the past administration.

Alarcio said the national government is prioritizing implementation of programs to help municipalities especially the depressed ones.

He said his town, Laoac, obtained P23 million for its projects.

But he clarified during the KBP Forum in Dagupan that all projects of municipalities must be aligned with the Philippine Development Plan and including the Ambisyon 2040 which the Duterte administration is pursuing.

“Just realign it to avail of those funds,” Alarcio told fellow mayors.

He cited the Assistance to Municipalities Program (AMP) which was formerly the Bottoms Up Budgeting (BUB) program which is a source of funding that could be downloaded to the municipalities.

The BUB of the past administration was enhanced in the AMP to assist more municipalities that are in needs of funds.

Under BUB, it was the national government that did the planning and just download the projects to LGUs. Now, it is the LGUs that are doing the planning as they are more aware of what they actually need.

Another source of funding is the Seal of Good Local Governance (SLGG) that gives P3 million to recipients of the Seal.

He said there were 27 municipalities out of the 44 municipalities that were recipients of SGLGs and said the 17 others with some mentoring will qualify this year.

Alarcio said the SGLG is an excellence award for top performing municipalities and as president of LMP, it is his hope that more towns if not all of them, will get the award next year. (Leonardo Micua)
