Dagupan signs MOU with UPAI

THE city of Dagupan represented by Mayor Belen T. Fernandez entered into a Memorandum of Understanding with the United Pangasinenses of America, Inc. (UPAI) represented by its president Mario C. Panoringan on February 14 in a brief ceremony at the city museum.

The agreement, which shall remain valid for five years after signing, stipulates that in order to promote trade, commerce, tourism and culture, both parties shall undertake study tours, seminars, trade fairs and hold cultural, tourism, and trade missions that shall mutually benefit them and their respective constituencies.

Fernandez thanked Panoringan for considering Dagupan as its partner in upholding and for pursuing some programs and projects, especially medical missions in the city that will help the citizenry particularly the poor.

Fernandez said while the city has been implementing programs and projects of its own to address the needs of the people, the city welcomes other groups like UPAI as its partners in promoting the welfare of the people.

Panoringan expressed confidence that what Mayor Fernandez is doing so far, there can be no doubt that Dagupan will be able to achieve its goal of becoming a Smart City soon.
