Firecrackers manufacturers, vendors warned

E.O. NO. 28 FIRECRACKER REGULATION

MANUFACTURERS and vendors of firecrackers are reminded to get permits from the barangay, municipal/city hall and police.

And barangays are required to establish firecracker zones, meaning lighting firecrackers in the streets, front or back yards are prohibited.

The reminder and warning was made by the Philippine National Police (PNP) Region1 in compliance with Executive Order No. 28 issued by President Rodrigo Duterte in support of R.A. 7183 seeking to minimize the risk of injuries and casualties by confining their use to community fireworks displays.

P/Sr. Superintendent Mariano Rodriguez, chief of the Regional Civil Security Unit of the Police Regional Office 1 (PRO1), said E.O. No. 28 does not stop people from lighting firecrackers during the holidays but ensures that illegal firecrackers are not used.

Manufacturers and vendors must first secure permits from the barangay and municipalities or cities, including the police.

The firecracker zones must provide emergency medical staff, firefighting equipment, and must be located far from hazardous materials, houses and schools, and wires and cable of communication facilities, he added.

He said the only firecrackers allowed are baby rockets, small triangulo, pulling of strings, paper caps, “El Diablo”, Judas belt and sky rocket; and pyrotechnic items “Mabuhay”, Roman Candle, “Trompillo”, whistle device, butterfly, fountain, jumbo regular and sparklers.

Policemen will closely monitor items being sold by manufacturers and vendors and banned firecrackers will be confiscated.

Violators will be punished by a fine of not less than Twenty thousand pesos (P20,000.00) nor more than Thirty thousand pesos (P30,000.00), or imprisonment of not less than six (6) months nor more than one (1) year, or both. (Leonardo Micua)
