DPWH set to construct Lingayen-Binmaley bypass road
TO ease the traffic congestion in Lingayen town, a Lingayen bypass road will be constructed by the Department of Public Works and Highways Regional Office.
In a presentation to 2nd Rep. Leopoldo Bataoil, Engr. Julian Narvas, Jr. of DPWH Regional Office 1, said the 3.8 kilometers concrete bypass road will be a four-lane project that will be funded with P980 million budget from the National Expenditure program.
The bypass will start from the intersection in Barangay Baay (the road from Bugallon) to Domalandan all the way to Balingkaging river where a bridge will be constructed towards the town center and on to the fishpond area in Namolan to the boundary of Lingayen and Binmaley in Barangay Malindong.
Bataoil said this project will not only ease the traffic problem in the capital town of Pangasinan but will become an economic center which is why the Department of Tourism was invited to the consultation meeting.
However, he recommended that the bypass road be a viaduct instead of doing a landfill and that the route will not pass through populated areas.
The congressman suggested to the DPWH that it pursues consultation with local governments of Lingayen and Binmaley and the Department of Environment and Natural Resources since the project will involve cutting of trees before proceeding with the construction.
Community Environment and Natural Resources Officer (CENRO) Celso Salazar, said DENR is not against the removal of of trees specially if these will impede construction and its presence will be deemed hazardous to motorists.
DENR has requested for a copy of the lay out of the bypass road indicating where trees may have to be cut so permits can be processed.
DPWH said the project will start in 2018 and will be finished in 2022. (Nora Dominguez)
