Dagupan’s economic plan stymied
CLUP APPROVAL STILL PENDING
DAGUPAN City’s plan to move fast forward in its development continues to be stymied in the absence of an approval of its submitted Comprehensive Land Use Plan (CLUP) by the National Housing and Land Use Regulatory Board (NHLURB).
Mayor Belen Fernandez expressed her own frustration at the League of Cities of the Philippines (LCP) meeting last week in General Santos City as she asked her counterparts to help the city obtain approval for its CLUP.
She told newsmen shortly upon arrival here that the city’s CLUP was already reviewed by NHLURB Board but the anticipated early approval remains pending.
Fernandez said without the imprimatur of the NHLURB, the city has nothing to show investors any roadmap that will promise them a positive business environment.
She cited the proposal of Philippine Economic Zone Authority (PEZA) to establish Dagupan as one of the regional economic zones in the region where foreign investments can be ushered.
Fernandez hailed a statement from PEZA consultant Emmanuel Lopez who visited the city recently that Dagupan is being eyed as potential site for Business Outsourcing Information Technology as well as for Agri-Aqua Culture industries.
“Of course, PEZA and the possible locators will ask for our CLUP but we can’t present it since we have not obtained the national government’s approval,” Fernandez said.
The new CLUP of Dagupan set three new growth centers, namely the Pantal- Lucao area, the Bonuan area and the Caranglaan-Tebeng area.
The Dagupan CLUP will replace the outdated CLUP approved in 1978 during the term of then Mayor Cipriano M. Manaois.
Though CLUPs should be renewed every 10 years, no city administration after then Mayor Manaois succeeded in formulating one. (Leonardo Micua)
