New traffic rules in Dagupan
THE Dagupan City council finally passed draft ordinance (No. 0592) that amended some provisions of City Ordinance No. 1748-2002, otherwise known as the Comprehensive and Mandatory Traffic Code in the City of Dagupan in a bid to ease the flow of traffic along the main thoroughfares, particularly along the downtown area.
The Revised Comprehensive and Mandatory Traffic Code in the City of Dagupan was proposed jointly by Councilors Alvin Coquia, chair of the committee on transportation; and Jose Netu Tamayo, chair of the committees on laws and ordinances, after a series of public hearings attended by affected sectors, commuting public and businessmen.
The new ordinance incorporated the results of the traffic experiment conducted earlier by the Public Order and Safety Office (POSO) and the concerns aired during the public hearings.
Some of the more salient provisions of the amended ordinance are:
1) The designation of new pedestrian lanes and the phasing out of some, i.e., along A.B. Fernandez Avenue, Arellano Street. No pedestrian lane was designated in front of Colegio de Dagupan and Nepo Mall where there is an existing foot bridge.
2) All kinds of tri-bikes are banned along main city roads.
3) Tricycles, whether public or private, are prohibited from passing through A.B. Fernandez Avenue from the corner of Rizal to City Plaza. (Penalties: 1st offense-P500 fine and seminar; 2nd-P1,500 and seminar; 3rd – P3,000 and seminar.
4) Loading and unloading stations are moved to areas near waiting sheds but
vehicles are not allowed to wait for passengers.
5) No U-turns for any type of vehicle along A.B. Fernandez Avenue, Perez Boulevard, Arellano Street except in front of Silverio’s Restaurant; and Tapuac, except in front of People’s Astrodome and Costless Restaurant. (Penalties: 1st Offense-P200 and seminar,2nd – P300 and seminar; 3rd– P500 for third offense and seminar; 4th– P800 and seminar.
6) No left-turn of vehicles coming out of Nazareth General Hospital (except for doctors).
7) No overloading of passengers by buses/jeepneys.
8) Vehicles traveling with defective headlights/tail lights and brake lights will be penalized.
With the exception of rules on tricycles and U-turns whose penalties have been prescribed, penalties for all other violations are: 1st offense- P500 fine and seminar; 2nd offense- P1,500 and seminar; 3rd – P3,000 and seminar.
