Zaplan asks kapitans to take drug tests

LINGAYEN– The Liga ng Barangay Provincial Federation is determined to require the drug testing of all village officials in the province as its president Jinky Zaplan noted that a number of barangay captains and kagawads believed to be involved in illegal drugs are being killed or being arrested in the current war on drugs waged by the Duterte administration.

Zaplan, ex-officio member of the provincial board, said the drug testing is necessary because barangay officials must come clean to be worthy of the trust given them by their constituents.

She said she stated this concern in the resolution that she authored in the Sangguniang Panlalawigan, and copies of which are already disseminated to all barangay captains in 44 towns and three cities of Pangasinan.

She said the barangay officials can source the fund for their respective drug tests from their respective Barangay Anti-Drug Abuse Council (BADAC) fund and may also ask help from their respective Municipal Anti-Drug Abuse Council (MADAC) fund.

Citing the case of her own town of Sta. Barbara, where her husband Carlito Zaplan is the mayor, she said drug testing is now being carried out by barangay officials in the town.

She said the barangay captains must take an active part in the war on drugs being waged by the police.

Zaplan expressed her support for President Duterte’s decision to extend his campaign contra illegal drugs for another six months to finish his war on drugs, adding that only a Duterte can make the Philippines drug-free. (Leonardo Micua)
