Illegal settlers in Pugaro can own occupied land

THE Sangguniang Panlungsod on September 27 approved on second and final reading Ordinance No. 0-584 authorizing the City Housing and Urban Poor Resettlement Council to become an originator/facilitator of Community Mortgage Program (CMP) of the Social Housing Finance Corporation (SHFC) and creating a trust fund for the collections of monthly amortization.

The ordinance is in response to the clamor of some 500 illegal settlers in Barangay Pugaro here where the city, under the guidance of Mayor Belen T. Fernandez, facilitated a series of dialogues between the families and the owners of a 5,000 square meter lot in the area a few months ago.

Inspired by the plight of the urban poor in Pugaro, Mayor Fernandez in an Executive Order has established the City Housing and Urban Poor Resettlement Council (CHUPRC) to address problems concerning dwelling.

Councilor Jose Netu M. Tamayo, author of the ordinance, disclosed that the city will serve as a conduit where no money coming from the city will be spent.

“SFHC will be providing funds for the one time purchase of the 5,000 square meter lot and the city will then collect the monthly amortization and transfer the amounts collected with the SHFC,” said Tamayo.

For this, a trust fund will be established to receive collections to cover expenses of the CHUPRC or its technical working group in the performance of their functions and the city’s housing projects.

Each household beneficiary under the ordinance will pay a monthly amortization of P500. (Joseph C. Bacani/CIO)
