ONLY A SUGGESTED ORDINANCE — Pedestrians walk on the street obstructing flow of traffic while risking to be hit by motorists because the sidewalk across the Region 1 Medical Center on Arellano St. in Dagupan City is fully occupied by stalls of vendors. The inset picture shows a signboard posted by city hall some 10 meters away – prohibiting vendors from selling on the sidewalk – simply being ignored by all. Since the police precinct and the traffic enforcers in the area see nothing wrong, the enforcement of the ordinance is perhaps only a suggestion, not to be enforced. (Punchphoto)
