Capitol support for agri enterprises seen

LINGAYEN – Here’s a bit of good news for the province’s small entrepreneurs in livestock and fisheries industry.

The Sangguniang Panlalawigan has authorized Gov. Amado I. Espino III to begin the process that will jumpstart the implementation of the Philippine Rural Development Project (PRDP) in the province.

It identified the PRDP’s two subprojects: Investment for Rural Enterprises for Agricultural, Livestock and Fisheries Productivity (I-REAP) and Investments for Building-Up of Infrastructures and Logistics for Development (I-BUILD), as sources of funding for small livelihood projects (SLP) in the the agriculture sector.

Fourth District Board Member Liberato Villegas, sponsor of the resolution filed last week, said the provincial government has already submitted the documents required for the participation in the projects and all it needs now is for it affirm and act on the remaining process to implement the projects.

Dalisay Moya, Office of the Provincial Agriculturist-in-Charge, told the provincial board that funding for I-REAP SLPs are divided among the International Bank for Reconstruction and Development-World Bank (IBRD-WB), 60 percent; the national government, 20 percent; and the local government unit, 20 percent.

Proponent multi-purpose cooperatives and groups of the SLPs are also committed to assume 20 percent of the total cost.

She said that Pangasinan has qualified for the I-REAP endowment for SLPs because it was one of the badly hit provinces by Typhoon Lando last year.

Moya said that I-BUILD will be funded as follows: IBRD-WB will shoulder 80 percent while both the national and local government unit will give 10 percent each. Its initial offering is the farm-to-market roads in the Umingan town.

She confirmed that other projects under I-REAP and I-Build are already in the pipeline and are being slated for implementation as determined by PRDP Project Management Office. (RCL_PIO)
