Laguna firm says OJT practices in PSU irregular

LINGAYEN – A Laguna firm where 33 students of the Pangasinan State University (PSU) were allegedly employed as ‘regular workers’ for their supposed On-the-Job Training (OJT) showed sets of evidence that pointed to irregularities in the implementation of PSU’s OJT program.

This was bared during the SP inquiry led by Board Member Raul Sison, along with SP members Jeanne Jinky Zaplan, Chinky Perez-Tababa, Noel Bince and Jeremy Rosario.

The inquiry on August 16 has led to indications that human trafficking was being committed by university officials, that the students were employed by the Interfil Laboratories Inc. as ‘regular workers’, each of them were paid P540 daily. Interfil, however, said it never issues an OJT certificate to its employees.

At the initial hearing of the ad hoc committee of the Sangguniang Panlalawigan (SP) held on June 2, the PSU administration led by Dr. Dexter Buted, admitted there “are loopholes and problems” in PSU’s OJT system.

Alleged irregularities in the OJT system of PSU cropped up last June after Dharel dela Cruz, a graduating business administration major in PSU – San Carlos who was sent to a Laguna firm along with 32 other students for their supposed OJT, suffered a serious respiratory ailment he acquired during their OJT.

Laguna firm confirmed that the students concealed their identity as students from PSU.

She said her company was a victim of the irregular practice of JIF Manpower and Referral Services in tandem with the PSU-OJT program because the students lied to the company.

Cruz pointed to Dr. Adonis Bautista, former OJT coordinator of PSU – San Carlos, as the university official who convinced him and other students to have their OJT in Laguna but was told to conceal their identities as students.

Bautista is reportedly now the executive director of the university’s graduate school in Urdaneta.

Joyce Finuliar, owner of the JIF Manpower and Referral Services with office address in Quezon, San Carlos City, confirmed that the JIF has been a partner of PSU–San Carlos in its OJT program.

“Nagsinungaling po kami sa utos ng JIF… ni Ma’am Finuliar ‘yung may-ari po ng JIF. Bawal na bawal daw po naming sabihin kahi sino man na OJT po kami,” Dharel added.

All 33 PSU students were allowed to graduate last June despite the fact that they were sent to the Laguna firm not as OJTs but as regular workers.

It was learned that the JIF issued the students ‘fake’ OJT certificates of accomplishment to comply with graduation requirements. (PIO)
