DILG-CAR validates P’sinan-LGU best practices

Governor Amado “Pogi” I. Governor Amado “Pogi” I. Espino III welcomed some officials of the Department of the Interior and Local Government (DILG) from the Cordillera Administrative Region who comprised the national assessment team for a whole-day validation of Pangasinan’s best practices as required by the Seal of Good Local Governance (SGLG) on September 8.

It can be recalled that the Pangasinan provincial government under the stewardship of former Governor now 5th district representative Amado T. Espino, Jr. along with some of the 19 cities and municipalities were accorded with the SGLG award last year.

Successful local government units were awarded with the access to the Performance Challenge Fund (PCF) amounted to P7M for the province, P5M for the cities and P3M for the municipalities.

As he welcomed the national assessment team, Gov. Pogi said that all programs and projects under his administration came as legacy from the previous administration.

All undertakings, he disclosed, were sustained and will be maintained so that the Pangasinan provincial government can achieve its goal in providing quality service to the people further noting that the provincial government is determined to receive the award again as a proof of excellent performance.

Launched in January 2014, the Seal of Good Local Governance (SGLG) or Pagkilala sa Katapatan at Kahusayan ng Pamahalaang Lokal, is expanded version of the Seal of Good Housekeeping (SGH). Pangasinan was an awardee of the SGH for the year 2011 and 2012.

Under the new version of the SGLG, the LGU will be measured in compliance with the six criteria covering three core elements and three other essential items of performance.

These core elements include Good Financial Housekeeping, Disaster Preparedness and Social Protection while the three essential areas of performance are Business Friendliness and Competitiveness, Environment Management and Peace and Order.

In the past years, Pangasinan was commended for its performance on disaster preparedness, solid waste management, social protection and peace and order.

Meanwhile, the national assessment team from DILG-CAR composed of Florinda M. Garcia, LGOO V-SGLG Focal Person, Daisy A. Payong, LGMED Division Chief, and Hope Ordono, LGOO V-Regional Office I, conducted an on-site inspection on some provincial government facilities. (Ruby R. Bernardino)
