Dagupan SP asks LTO to deputize POSO enforcers
SANGGUNIANG Panlungsod (SP) adopted a resolution filed by Councilor Alvin T. Coquia, chairman of the Committee on Transportation and Public Utilities, requesting Land Transportation Office (LTO) Region 1 Director Teofilo E. Guadiz III to deputize traffic enforcers of the Public Order and Safety Office (POSO).
Councilor Coquia said if the LTO the deputizes POSO personnel to enforce Land Transportation and Traffic Code of the Philippines, the imposition of heavier LTO fines and penalties will discourage traffic violations.
He said the presence of deputized POSO members will curb frequent violations by erring motorists, many of whom are not mindful of the light penalties imposed by City Ordinance No. 1748-2002.
“For many years of being in the frontline of traffic law enforcement, the POSO’s role as traffic enforcers has been questioned despite its legal mandate to enforce the traffic code and ordinances of the city. But with the deputization of our POSO personnel, they can issue citation tickets imposing higher fines and penalties,” said Mr. Coquia.
The deputized POSO personnel also stand to benefit since they will be familiarized by the basic policies on traffic management, arrests and issuance of temporary operators permit (TOP), violation of franchises,” the councilor said (JCB_ CIO)
