Poor compliance with ‘Kasambahay law’ noted

ONLY 290 household helpers in Dagupan City have been registered in Social Security System (SSS) by their employers in compliance with the “Kasambahay Law”.

Marilyn Dioquino of accounts monitoring section in SSS Dagupan branch said, her office is still conducting mapping to locate household helpers that have not been enrolled in SSS.

Dioquino admitted some employers are reluctant to register their helpers due to the latter’s still short period of employment and wrong understanding of the law.

“They keep on changing helpers that’s why they are hesitant and they do not know the provisions of this law”, said Dioquino.

Haidee Binag, offier-in-charge assistant branch head of SSS Dagupan clarified the provisions of that are not largely known to employers.

She pointed out that non-compliance with the “Kasambahay Law”, particularly non- enrollment of household helpers to SSS is a criminal offense that could lead to imprisonment.

“It is mandatory not optional, so we appeal to employers to comply with the law”, said Binag.

She explained the household helpers are those who render their service to the employer such as the nannies (yaya), drivers, and gardeners among others.

Binag added employers should immediately register to SSS their household helpers on their first day of work and if the helper resigned or was fired, the employer should also report it to the branch.

Meanwhile, Binag urged the household helpers not to exchange their membership in SSS for additional wages from their employer.

“The additional wage is temporary but their membership with us has permanent and long- term benefits since they can still continue paying the membership fee even when they stop working as kasambahay and they could avail the same benefits for regular members”, said Binag. (Hilda Austria)
