Adjustments for Prov’l Scholarship Programs sought due to K to 12 SHS

Lingayen – The provincial government of Pangasinan intends to continue its scholarship programs for college students, but sees the need to revise current policies due to the pilot implementation of the Senior High School (SHS) component of the K to 12 basic education program of the national government this forthcoming academic year 2016-2017.

Chief Administrative Officer Irmina Francisco, Provincial Scholarship Program (PSP) committee head, reiterated a PSP policy (for highly competitive college students) that applicants must be ‘graduating high school students’ who must belong to the top 100 takers of a comprehensive examination which is facilitated by the PSP committee.

With the implementation of K to 12 SHS students will have to undergo two more academic years (AY 2016-2017 and AY 2017-2018) for 11th and 12th grades before finally going to college.

A PSP scholarship grantee (who belongs to the top 100 takers of the comprehensive exam) is entitled to receive Php16,000 for the academic year.

Exemption on scholarship examination, however, is applicable to automatic PSP qualifiers (valedictorians and salutatorians from public and private high schools) once they meet certain requirements which include the family income standards as stipulated on the policy and guidelines of PSP.

Academic scholarship examinations are usually held on the 1st or 2nd Monday of May at the Pangasinan National High School (for DepEd schools divisions of Pangasinan I, Alaminos City and San Carlos City) and at the Juan G. Macaraeg National High School in Binalonan (for DepEd schools divisions of Pangasinan II and Urdaneta City.

Francisco said that the annual scholarship examination will be deferred for two years until the first batch of SHS students will graduate in 2018 or until the provincial government has made necessary adjustments to modify existing PSP policies.

As of latest update, the Espino administration supports a total of 2,528 scholars composed of: 1,776 provincial scholars; 290 technical-vocational scholars; PSP scholars – 386 (highly-competitive college students), 59 (NCIP) scholars and 17 (FPMA).

In anticipation to the two-year SHS implementation, the provincial government last year had increased the number of provincial scholars enrolled at the Pangasinan State University (PSU), adding 526 more scholarship slots to the existing 1,250 slots with a total of 1,776 provincial scholars.
