Decano resigns as BAC chairman

ANOTHER revamp in the composition of the Bids and Awards Committee (BAC) of the Dagupan City government is expected following the sudden resignation of City Administrator, Atty. Farah Decano, as chairman of the committee, after a 3-month stint.

In a letter obtained by The PUNCH, the letter dated May 4, 2016 and received by the Office of the City Mayor on the same day, she cited difficulty in implementing the reform measures she introduced because of personal differences with two senior members of the BAC whose names she did not mention.

Decano listed the reforms she introduced for more transparency, among them:

  1. All notices for awards are to be before the committee and no longer inside the privacy of offices of BAC members.
  2. Opening of bids should be covered by media, particularly by TV, in compliance with existing ordinance which she authored.
  3. All business relating to purchasing, i.e., prices, must be known to the public.
  4. Sending out press releases announcing a call for contractors and suppliers to participate in the bidding.
  5. Formal notices for Invitation to Bid are to be posted in Philgelps and in city’s website.
  6. Limit emergency purchases emergencies on need basis.
  7. Prohibiting solicitation and/or acceptance of food and gifts from suppliers and contractors by any member/staff of the committee.

She was appointed as chairman to succeed Engr Romeo Rosario, former city planning and development officer who retired this year.

At presstime, Mayor Fernandez has not announced whether she will accept the resignation or whom she will appoint to replace Decano.

Decano, in her letter, recommended City Legal Officer, Atty. George Mejia, as her replacement.
