UST chooses Dagupan as model city for its study tour

THE University of Sto. Tomas Graduate School Public Administration Discipline Program led by Dr. Edwin Martin invited City Mayor Belen Fernandez and three of her key executives (City Administrator, the Business Permit and Licensing Chief and the PESO Manager) to join the school’s scholastic peregrination in Singapore and Malaysia from April 5 to April 8 after choosing Dagupan City as the model city for its study tour.
Malaysia got the chance to know more about Dagupan City at the Public Service Commission located at the Federal Government Center of Malaysia through audio-visual presentation given by City Administrator, Atty. Farah Decano, who represented Mayor Belen.
Malaysia’s Public Service Commission Chair, Dato Seri Aprah Abdul Razak spoke on Malaysia’s civil service structures and policies.
“It is worth noting that in Malaysia, a public employee could only stay in his or her position for 5 to 8 years. Meaning, public servants are reshuffled every 5 to 8 years,” said PESO Manager Joy Siapno.
This was evidenced by The Star, a Malaysian broadsheet that published the news, “50 government officers to be moved out” written by Joseph Kaos, Jr.
It further stated that “The Government has identified 50 civil servants holding “sensitive posts” for more than five years will be transferred out.
Chief Secretary to the Government Tan Sri Dr. Ali Hamsa said officers who were in charge of procurement, finance and awarding of contracts could only stay in that position for a maximum of five years.
“This is in accordance with an existing government circular,” said Ali Hamsa.
Philippine Ambassador to Malaysia, Atty. Eduardo Malaya explained that this was to avoid the risks of over familiarity in one’s job. He particularly pointed out those holding positions in the finance and procurement departments.
“If I were to choose a policy to be adopted in our country, given the above mentioned examples, I would opt for the rotation of public servants holding sensitive positions in finance and procurement. Need I say the reason why?” said Siapno. (CIO)
