SP sets inquiry on rising rape cases
RESTORATION OF DEATH PENALTY MULLED
LINGAYEN— Alarmed by a news reports that the number of rape victims, particularly children, has increased, the Sangguniang Panlalawigan decided to conduct a formal inquiry in aid of legislation.
Second District Board Member Raul Sison, in a privilege speech last Monday, proposed that a dialogue with concerned agencies be called to shed more light on the issue.
To be called to a consultative dialogue are representatives from the Department of Social Welfare and Development, Philippine National Police, Department of Education, Philippine Drug Enforcement Agency, Public Attorneys Office, and the Church.
Mr. Sison, chairman of the Committee on Women, Children, Senior Citizens, Public Affairs and Social Welfare, cited the report, also headlined in The PUNCH, that rape cases involving children in the province had increased from 184 cases in year 2014 to 251 in 2015, or an increase of 36.41 percent.
“Ito ay resulta ng abnormal o may sakit na pag-iisip at asal at hayop na pagnanasa,” Sison said citing further that most suspects were either the victim’s father, stepfather, grandfather, uncle, cousin, or boyfriend.
Mr. Sison, asked his colleagues to support the restoration of death penalty to help deter the commission of heinous crimes like rape of children.
“Life imprisonment is not enough… rapists have no place in this world,” he intoned.
The solon also noted that conviction rate of rape suspects was practically zero.
Vice Governor Jose Ferdinand Calimlim Jr. said “This is a very sensitive issue that should be addressed through right channels”.
Meanwhile, the provincial board, on the same session, expressed their invitation to newly assigned officer-in-charge provincial director of the Pangasinan Provincial Police Office, Senior Superintendent Edgar Allan Okubo, for a question hour on their next session on Feb. 1.
Okubo is the eighth OIC provincial director assigned in Pangasinan.
