Catubig compositions adopted in city ordinance
THE Sangguniang Panlungsod (SP) finally passed an ordinance adopting and declaring the musical composition “Dagupan Hymn” and “Balon Kabuasan” as the official City Hymn and City March, respectively, during its regular session last Dec. 8.
Authored by Councilor Jose Netu Tamayo, the Dagupan City Hymn and March Song Ordinance cited Rex Catubig, as song writer, Frederick Narvas as music composer, and Prof. Adolfo Mendoza as arranger.
The ordinance provides that while the Hymn, March Song are played and sung, these shall be done with fervor and all shall stand at attention and face the Dagupan City flag (if there is one displayed).
The rendition of the Dagupan Hymn, whether played or sung, shall be in accordance with the musical arrangement and composition of Mr. Catubig. No remix arrangements/versions or modification of the original version is allowed when it is sung during ceremonies and formal official programs and gatherings.
The hymn shall be played or sung in all government functions, gatherings, or special occasions. Private schools and organizations with non-government functions, during their gatherings within the city, are also encouraged to play or sing the hymn.
A penalty clause for disrespecting or ridiculing the “Dagupan Hymn” or “Balon Kabuasan”, or both, has been defined as well: reprimand for the first offense; a fine of P1,000 or two days of community service for the second offense, and a fine of P2,000, or five days of community service for the third offense.
