OCD Exec says: Pangasinan’s disaster response is ‘very resilient’

“Very resilient,” thus described Civil Defense Regional Director Melchito Castro as he commended the Provincial Disaster Risk Reduction and Management Council (PDRRMC) in its response and rescue efforts during the onslaught of typhoon Lando in the province.  

The OCD official pointed out that the immediate implementation of “rapid damage assessment and needs analysis by the Pangasinan PDRRMC” on instruction of Governor Amado T. Espino, Jr. helped a lot to prevent casualties in hard-hit low-lying barangays.

Based on the aerial assessment of the OCD, the towns of Mangatarem, Calasiao, Mabini and Agno suffered heavily from the typhoon’s wrath.

The OCD’s assessment will serve as basis for the augmentation of relief and rehabilitation assistance to the province which will come from the national government.

In a briefing held earlier prior to the assessment, Provincial Disaster Risk Reduction and Management Officer Rhodyn Luchinvar Oro informed key officials of Pangasinan – PDDRMC, Dir. Castro and the Armed Forces of the Philippines (AFP) that rescue operations, on instruction of Governor Espino, were conducted since Sunday, October 18, to aid residents affected by flash floods in towns of Labrador, Bugallon, Aguilar, Mangatarem and Mabini.

Col. Oro noted that Governor Espino had also advised residents living in low-lying areas, along riverbanks and in coastal communities for pre-emptive evacuation as early as October 16, Friday.

As of today, October 23, a total of 15,850 family packs of relief goods have been distributed by the Provincial Social Welfare and Development Office (PSWDO) as augmentation of relief assistance to residents sheltered temporarily in evacuation centers in the province.

Meanwhile, in an emergency session held on October 21 at the PDRRMC Tactical Operations Center, the provincial board led by Vice Governor Jose Ferdinand Z. Calimlim, Jr. approved Provincial Resolution No. 525-2015 declaring a “state of calamity in the entire province.”
