ILLEGAL FISH PENS ARE BACK—Illegal fish pens have began proliferating at the barangay islands of Pugaro and Suit in Dagupan Ctiy after the Fernandez administration vowed to ban illegal fish pens after demolishing the last structures six months ago. Residents continue to wonder who gave the authority to allow the fish pens to return. City Agriculturist Emma Molina insists the structures are fish cages.
