Golf course in eco-tourism zone stays as NEDA priority

AFTER all the controversies that hounded the 18-hole golf course at the eco-tourism zone in Lingayen, it remains among those identified as a priority project of the National Economic and Development Zone.

The controversial golf course, located in Lingayen covering adjacent barangays Estanza, Sabangan, Malimpuec and Capandanana, is a component of the Pangasinan Economic and Tourism Zone Development Project planned by the Pangasinan provincial government that was put on hold for two years owing to the alleged black sand mining activity in the area.

According to NEDA Regional Director Nestor Rillon, the project estimated to cost Php1 billion to be built under the Public Private Partnership (PPP) scheme to be implemented by LGU Pangasinan and the private sector.

The capitol had clarified that what was suspected as black sand mining was actually part of the preparation work for the construction of the 18 hole golf course – the separation of pure sand from magnetite sand – for which the Department of Environment and Natural Resources (DENR) issued an Environmental Compliance Certificate (ECC).

According to Malou Elduayan, provincial tourism officer, NEDA confirmed that Korean investors have already submitted their intent to bankroll and build the project.

Other tourism-related projects identified by NEDA as priority project are the Sual Industrial Estate, Tri-City Tourism and Ferry System under the South Ilocos Tourism Area Plan (SITAP), the MARINA Development, Tourism Estates and Retirement Village, Pangasinan Cultural Museum and Lingayen Gulf Cruise.

The ferry system, a big ticket project that still requires a feasibility study, is seen to promote investments and tourism in Region 1. 

Another big ticket project in the list is the Sual Industrial Estate Development estimated to cost Php2.9 billion which is already on its pre-investment and definition study stages.

It is a proposed industrial zone consisting of a residential area, commercial area, administration area, factory area and an import/export zone that will locate labor intensive industries utilizing locate indigenous materials with high export potentials. (Leonardo Micua)
