DepEd official declared persona non grata
STO. TOMAS– The municipal government of Sto. Tomas already declared a ranking official of the Department of Education (DepEd) in the province as persona non grata for alleged inappropriate behavior.
The resolution, authored by Councilors Leonora Zarasate and Tomas Castañaga Jr., was passed on July 7, 2015 to make Joan A. Corpuz, Assistant Schools Division Superintendent, accountable for her alleged misconduct while interviewing a teacher-applicant from this town.
The councilors passed M.. No. 67-2015 “a resolution declaring Ms. Pangasinan II, as a persona non grata for the conduct of unbecoming public official within the municipality of Sto. Tomas, Pangasinan.”
The resolution noted that Corpuz “has gone overboard her position as Assistant Schools Division Superintendent, displaying manners and ethics detrimental to the above-mentioned core values hereby hurting and putting in dismay municipal official in particular and the citizenry in general.”
“By cursing a teacher-applicant, an ordinary citizen of the municipality, she shows disrespect for people who are beneath her economic class… by expressing words detrimental to the municipal mayor of Sto. Tomas, she shows disrespect for public officials within her stamp,” it stated.
According to town Mayor Timoteo Villar III, the resolution is meant to warn and prevent those in high positions from bullying others.
“Ayaw natin na nagiging practice na nila ‘yong pambu-bully, pambubulyaw ng bawat teacher,” said Villar, whose late mother was a teacher.
Copies of the resolution were forwarded to the respective offices of DepEd top officials namely Secretary Armin Lustre, Regional Director Teresita Velasco, and Schools Division Superintendent Donato Balderas Jr.; to Civil Service Commission officer-in-charge Regional Director Nelson Sarmiento; and to the Office of the Ombudsman.
