DepEd asked to build three-storey school buildings
DAGUPAN City has set new standards for school buildings and it has asked the Department of Education (DepEd) to observe it.
The recent flooding in the city prompted the Sangguniang Panlungsod to pass a resolution during its regular session last week requesting the DepEd to build only a three-storey school building for each of the 11 public elementary schools in the city on account of the recurrent floods in the city.
The resolution authored by Councilor Jose Netu Tamayo, chairman on the committee on education, stated that construction of three-storey school buildings was recommended by the City Disaster Risk Reduction and Management Council (CDRRMC) chaired by Mayor Belen Fernandez.
The schools recommended to be given three-storey school buildings by DepEd are the Pantal Elementary School, Lomboy Elementary School, Salapingao Elementary School, Pugaro Integrated School, Calmay Elementary School, Bonuan Sabangan North Central School, Gregorio del Pilar Elementary School, Don Juan Maramba Elementary School, Bonuan Boquig Elementarty School, Juan P. Guadiz Elementary School and Caranglaan Elementary School.
Tamayo said that CDRRMC highly recommended that based on experience with past calamities hitting the city, its geographical location, and the inherent vulnerability to hazards like strong winds, flooding and tsunami, there is a need to adopt and integrate a new policy in the planning, preparation and construction of new school buildings in Dagupan.
The policy was laid down by the administration of Mayor Fernandez since 2013 when it banned the construction of one-story school buildings in Dagupan owning to the city’s topography and in their stead are two-storey or three-storey school buildings.
Tamayo noted that many of the city’s public schools also serve as alternative evacuation areas in time of emergencies as determined by CDRRMC. (Leonardo Micua)
