Guv recommends Caramat as next Pangasinan PD

GOV. Amado T. Espino, Jr. minced no words when he wrote Deputy Director-General Leonardo Espina, Officer-in-Charge at the Philippine National Police, to decry the latest changing of the guards at the Pangasinan Provincial Police Office after only three weeks.

Board Member Alfie Bince read the letter of Mr. Espino dated May 11, 2015 denouncing the “unhealthy practice of appointing OICs to the PNP Pangasinan Command without prior consultation with the undersigned Governor, who naturally feels being consistently ignored and by-passed…”

“The over-all effect of this abnormal arrangement is the inevitable deterioration of the peace and order situation in the province. And we want to reverse the situation before it gets any worse,” the Mr. Espino wrote.

In an apparent bid to finally put an end to the PNP policy of rotating OICs, Mr. Espino recommended P/Sr. Supt. Romeo Caramat as the permanent provincial director in Pangasinan.

Caramat, Mr. Espino said, “used to work under my command when I served as PNP Region I Director… also served with commendable performance as Chief of Police of Dagupan City just a few years ago.”

“Given the growing number of unsolved summary killings, and the worsening problem of illegal drugs, cattle-rustling, and other related concerns now adversely affecting the quality of life in Pangasinan, we certainly need someone like PSSupt. Caramat, who is familiar with the territory, and who has an intimate working knowledge of the peace and order problems affecting the Province of Pangasinan, to take over the helm of the Pangasinan PNP,” the letter concluded.

Mr. Bince, however, said there is no response to the governor’s letter. (Johanne Macob)
