Sual eyed to host multi-billion dollar petro-chemical complex

ANOTHER POTENTIAL BIG INVESTOR

A BIG international conglomerate, Kampac Corporation of Dubai, is negotiating to build a multi-billion dollar petro-chemical complex in Sual, that includes an oil refinery, international seaport, a ship building facility and either a coal-fired or gas power plant.

Sual Mayor Roberto Arcinue told newsmen in Dagupan City that Kompac already conducted bathemetry survey in the waters of Sual where it intends to build an international shipping port,  separate from the existing shipping port built by the Philippine Ports Authority (PPA).

Speaking during the KBP Forum, Mr. Arcinue said the company which is based in Dubai is now preparing  the feasibility study for its project and will hopefully break ground late this year or early next year.

Kampac is a conglomeration of other companies based in the United States, China, Australia and some countries in the Middle East.

Mr. Arcinue said Sual, like Subic Bay, is blessed with deep waters, that is why it is an ideal site for a big international seaport and a ship building facility.

There are other foreign-based companies that have epressed interest in developing Sual port, he added.

Sual is already hosting the 1,218 megawatt Sual coal-fired power plant.

He said if another power plant is built in Sual, he will insist on conditions that will be beneficial to both Sual and Pangasinan particularly to include a provision of continuous and uninterrupted electricity and lower electric charges.

The international seaport that Kampac intends to build in Sual will be the fourth port in Sual. The first is the Sual Fishport, the PPA international seaport, and the Sual Coal-fired plant port where international cargo vessels bring coal from Indonesia are landing.

“These are big billion projects that need a lot of requirements. These include feasibility studies, marketing studies, soil analysis, etc.,” said Arcinue.

On the international seaport project, Kampac will have to apply for a permit from the Philippine Ports Aithority (PPA). (Leonardo Micua)
