GOV. ESPINO SIGNS DEED OF USUFRUCT FOR NEW PVAO OFFICE. Gov. Amado T. Espino, Jr. (seated, 2nd from left) on Tuesday, April 28, signs the Deed of Usufruct with Gen. Ernesto G. Carolina (seated, 2nd from right), Administrator of Philippine Veterans Affairs Office (PVAO), for the right to use a portion of a lot at the Capitol Complex for the construction of the PVAO Field Services Office. The new 360 sq meter service office is now made accessible for veteran members in Pangasinan, the biggest in Region I. Other signatories include: Prov’l legal Officer Atty. Geraldine U.
