Gov. Espino commends outgoing OIC-PD

LINGAYEN- – -Governor Amado T. Espino, Jr. personally commended PS/Supt Reynaldo Biay as the province awarded a plaque of recognition to the former Pangasinan PNP officer-in-charge (OIC) for his exemplary service in his nine months stint in Pangasinan.

During the regular flag raising ceremony on May 25 at the Capitol Plaza, the governor expressed his gratitude to Biay as he said that in the short stint of the police officer he was able to accomplish much in terms of peace and order.

As he commended the former PNP head, Gov. Espino, however, expressed disappointment on the province’s lack of permanent police director since 2010.

According to him, a full-fledged director for the province can do much especially in terms of waging war against illegal drugs as compared to being an OIC.

Ang problema kasi kapag OIC hindi ka makagalaw basta-basta at hindi rin makapagplano ng mabuti dahil hindi niya alam kung kailan siya ma-relieve,” Gov. Espino said as he recalled his days as PNP director in the early 90s where majority of LGU heads preferred his service.

Biay, served as OIC provincial director of the Pangasinan police force from August last year to middle of this month. He was replaced by PS/Supt. Belli Bagaas Tamayo who has paid a courtesy call on the governor right after his designation as the new OIC for Pangasinan PNP.

The former police director in a short message thanked the Espino administration for trusting him even as he said that his support to the governor goes beyond other capacity and even after his career in the police force. /Ruby Bernardino
