BM Bince, Fontelera, OICs for 5 days

LINGAYEN – The province had three officers-in-charge (OIC) over the last four days. In addition to OIC-Provincial Director Billi Tamayo of the Pangasinan Provincial Police Office, Board Members Alfonso Bince Jr. and Napoleon Fontelera Jr. were designated OIC- Governor and OIC-Vice Governor respectively since May 27.

Messrs. Bince and Fontelero assumed their new posts after Gov. Amado Espino Jr and Vice Gov. Jose Ferdinand Calimlim departed for Japan on official business upon the invitation of the president and chief operating officer of San Roque Power Corp.

The OIC-Governor and Vice Governor, however, end their tenure today, May 31.

Messrs. Espino and Calimlim visited the Kurobe Dam in Japan owned by Kansai Electric Power Company.

“I was entrusted with the affairs of the province as OIC governor while the governor is out of the country,” Bince told local newsmen last week.

Mr. Bince said he received the letter of designation signed by Mr. Espino as early as May 7 but intended to be effective only upon approval of the latter’s travel plan by Interior Sec. Mar Roxas.

In the case of Mr. Fontelera, he became OIC-Vice Governor by rule of succession.

Messrs. Espino and Calimlim and other officials of the provincial government departed last May 27 to observe the new technology in hydroelectricity for possible adoption by San Roque Dam in the province.

Their Japan trip was hosted by San Roque Power Corporation (SRPC).

Bince noted that SRPC wanted to show the top officials of Pangasinan how the province can maximize the use of dam and provide hydroelectricity because the dam presently functions only for flood control, drainage, and irrigation.
