REORGANIZATION UPDATE

LINGAYEN– The workload of the provincial board will, henceforth, be supported by only 15 standing committees from an original 21.

The reorganization was completed during the board’s regular session last Monday, April 6, by amending Section 68 of the board’s internal rules of procedure.

Resolution no. 1274-2015 which authorized the amendment, authored by Board Member (BM) Alfonso Bince Jr., assigned one committee chairmanship to each member of the provincial board.

The newly organized committees which have the membership of all the board members are the committees on Laws and Ordinances chaired by BM Mojamito Libunao; Good Government and Accountability of Public Officers, Justice and Human Rights under BM Bince; and Committee on Appropriations, Economic Affairs, Ways and Means chaired by BM Angel Baniqued Jr.

The other “standing committees which shall exercise and discharge functions and powers” but with only seven members are the committees on Rules, Privileges, and Ethics (chaired by BM Nestor Reyes); on Agriculture, Agrarian Reform, Cooperative, Small Business and Entrepreneurship Development (BM Antonio Sison); on Environment, Natural Resources, and Energy (BM Liberato Villegas); on Education (BM Danilo Uy);

On Youth, Sports, Barangay and Rural Development, Public Order and Safety (BM Amado Espino III); on Housing and Land Utilization (BM Clemente Arboleda); on Tourism, Arts, and Culture (Vice Gov. Jose Ferdinand Calimlim Jr.); Foreign Affairs and OFW Concerns (BM Ranjit Shahani); on Children, Women, Senior Citizens, Family Affairs, and Social Welfare (BM Raul Sison);

On Infrastructure, Public Services and Utilities, Human Resources and Development, Labor and Employment Concerns (BM Generoso Tulagan Jr.); on Health (BM Napoleon Fontelera); and on Inter-Local Government and People’s and Non-Governmental Organizations Relations, Information and Communication Technology (BM Sheila Marie Galicias).

Last March, resolution no. 1240-2015 “seeking a reorganization of the different standing committees of the 8th Sangguniang Panlalawigan and for the purpose to declare all its chairmanships vacant” was passed. (Johanne Macob/PIO)
