Target: Zero-drowning this Holy Week
THE Provincial Disaster Risk Reduction and Management Council (PDRRMC) will implement Oplan SumVac to ensure the safety of all vacationers going to the beaches and rivers to swim this summer vacation, especially during the Holy Week.
“With Oplan SumVac in place we expect zero drowning in all our coastal areas and the river systems, especially the Agno River”, said Col (ret.) Fernando de Guzman, PDRRMC executive director, speaking during the KBP Forum last week.
He said swimming in Lingayen beach will only be from 6:00 a.m. to,6:00 p.m. and after which the beach will be cleared of visitors and warnings have already been posted along roads leading to the beach front.
Lifeguards will be posted in towers strategically located in the beach area and members of the Water Search and Rescue (WASAR) teams will be on standby to assist any swimmer in distress.
Ambulances will also be on standby in case there is a need to bring people to the hospital, he added.
De Guzman said Oplan SumVac will also cover San Fabian beach, where a series of drowning incidents had occurred recently.

Meanwhile, P/Senior Superintendent Reynaldo Biay, OIC-police provincial director, said plans are in place in “Ligtas SUMVAC 2015” to ensure this year’s summer vacation will be peaceful and secure.
The security plan extends to the observance of the Holy Week, celebration of Pista’y Dayat and Dagupan City’s Bangus Festival and will focus on managing traffic jams and congestion along major thoroughfares, commercial centers and places of convergence; preempting robbery and theft in churches, beaches, mall establishments and other tourist destinations for relaxation and recreation.
He said strong police presence will be intensified through increased foot/mobile patrols and establishment of Police Assistance Desks/Centers in all points of convergence particularly in bus terminals, recreational areas including highways, main thoroughfares and crime prone areas to ensure maximum police presence.
Biay added the Pangasinan Police will continue its focus on manhunt operations against wanted persons, intelligence-driven operations against criminal gangs and suspected threat groups, and service of warrants on loose firearms.
