Kapitan, kagawad face admin case anew
MANGALDAN- The barangay captain and councilwoman here who were charged earlier for grave misconduct, are facing another administrative case again filed by Mayor Bona Fe Parayno in the Sangguniang Bayan (SB) following the termination of the hearing and investigation of the first complaint.
In her affidavit sent to the SB, this time Parayno filed an administrative case for gross insubordination against barangay Captain Joselito Quinto and Councilwoman Melinda Morillo, both from Barangay Poblacion here.
Parayno asserted that the two disregarded the preventive suspension order issued to them effective October 16 to December 16, 2014.
“That for the duration of the preventive suspension, Quinto and Morillo assumed their respective office” said Parayno.
Atty. Joseph Cera, counsel for Quinto and Morillo, moved for the lifting of the preventive suspension order but it was denied.
“Despite the denial of the motion to lift the preventive suspension order, Quinto and Morillo assumed their respective offices to which they were preventively suspended, in blatant disregard to the powers and authority of the Mayor and in willful disrespect to the order of denial by the SB”.
She also cited the incident where the chief of Mangaldan police station (MPS) caught the two in flagrante delicto violating the order on December 3 and the issuance of barangay clearance to a certain resident.
Parayno referred to the incident where Quinto and Morillo were arrested by the members of MPS for alleged violation of the preventive suspension order.
Meanwhile Quinto and Morillo charged Candelario and the nine policemen before the Ombudsman with oppression, perjury, unlawful arrest, unlawful detention, grave abuse of authority and grave misconduct, countercharges which emanated from the arrest of the two barangay officials while inside the barangay hall of Poblacion.
