TARGET: ZERO-CASUALTY

STO. TOMAS—What does a quiet town like Sto. Tomas do to ensure that it maintains a record zero-casualty during the holidays until New Year?

It bans the sale and lighting of firecrackers! The only town in the province to do so.

The only other local government unit in the country to implement it is Davao City.

Mayor Timoteo Villar III said the ordinance, adopted last year, totally bans firecrackers during the celebration of the Christmas holiday and revelry in welcoming the new year, and it has been proven effective in achieving zero casualty/injury.

“By God’s grace, we successfully achieved our goal and everyone in our town heeded our call,” he added.

This smallest town in Pangasinan has been for decades earned the distinction as the most peaceful place in the province with the least, sometimes almost zero, crime incident in its police blotter.

Through the years, the town’s police record has not registered rape and drug cases here.

Meanwhile, townsfolk are having their nightly holiday treat in a Winterland-like ambience in front of the town hall here where artificial snow falls, where children enjoy playing and taking souvenir pictures with a backdrop of an improvised church made of carton and a snowman, and fully-lighted arc.
