THE “MISSING” BLACK SAND —  Members of the local media move around the black sand stockpiled in Barangay Malimpuec in Lingayen adjacent to the aborted construction of the 18-hole golf course at the eco-tourism zone after they were led to the site by Vicente Oliquino, one of the original complainants, to belie the claim of the Ombudsman that the black sand was already exported to China.
