RESIDENTS in barangay Salisay here wrote a petition addressed to the Sangguniang Panlungsod (SP), Building Officials and the Barangay Council to immediately stop the construction of a cell cite tower owned by Globe Telecommunication Company.

However, despite the petition, the SP members enacted a resolution interposing no objection for the construction of the cell cite tower in their session last November 3.

In the petition letter, the residents cited the alleged absence of a building permit from the Office of Building Official and Environmental Compliance Certificate (ECC) from the Department of Environment and Natural Resources (DENR).

They complained that no public hearing was conducted by the barangay officials before the issuance of a barangay resolution approving the project which they said violates the National Building Code since it does not conform with the zoning requirement of the city since Salisay is a residential area and is thickly populated..

The petition also cited SAFESPACE reports that says, “These electromagnetic fields have impacted humans, animals as well as the ecological balance. Studies of people and farm animals living around high voltage wires points to extreme hazards of living up-close to a powerful electromagnetic field—exhibiting from everything from stress and sleep disorders to birth defects, cancer and Alzheimer’s disease”.

Councilor Marvin Fabia, sponsor of the resolution, clarified during the deliberation that the contractor of the project had submitted the ECC, Barangay Resolution while a building permit from the City Engineering Office is expected soon with the submission of complete requirements by the contractor.

Conrado Muyalde, barangay captain of Salisay admitted, he approved the construction in good faith because he assume the tower’s location is far from the residential area. (Hilda Austria)
