Dagupan SP OKs 45-day traffic experiment

THE Dagupan Sangguniang Panlungsod (SP) has passed an ordinance authorizing another 45-day traffic experiment on one-way traffic scheme, terminals and pedestrian lanes in the city of Dagupan.Draft Ordinance No. D-895, which was adopted by the SP, authorized the Office of the City Mayor through the Public Assistance and Risk Management Council (PARMC) and the Public Order and Safety Office (POSO) to conduct the experiment.

In support of the experiment, the SP also suspended the penalties provided for against traffic violators in Ordinance No. 1748-2002 or the ordinance adopting a Revised Comprehensive and Mandatory Traffic Code in the City of Dagupan and Prescribing Penalties for Violations thereof.

Mayor Belen Fernandez was authorized by the SP to extend the period of the traffic experimentation for another 45 days when necessary.

In seeking the traffic experiment, the SP expressed the need to solve the perennial traffic problems caused by continuing gridlock and congestion along the city’s major thoroughfares as a result of increasing population, business activities boom and the concomitant increase in the number of motor vehicles in the city.

The experiment will be implemented through the city fiesta and holidays when thousands of tourists and visitors are expected to flock to the city and narrow streets especially in the downtown area are expected to be overly congested, exacerbated by the closure of portions of Galvan, Zamora and Jovellanos streets to give way to the ” baratilyo” and food strip.
