Lingayen accountant in hot waters

BLANK DAILY TIME RECORD

LINGAYEN—The municipal accountant of Lingayen is in hot waters after the Sangguniang Bayan (SB) discovered that he was able to collect his salary for January and February this year even if his presented daily time record (DTR) was blank.

Councilor Judy Vargas disclosed that the issue stemmed from the proposed supplemental budget amounting to P310, 000 which was submitted to the Sangguniang Bayan (SB)to cover the cost of the overtime pay for employees of the three departments in the municipal government.

From the total proposed supplemental budget, P145, 000 is for the actual services rendered overtime pay by the employees last January to February this year while the remaining P165, 000 will be for future overtime services of employees said Vargas.

Vargas said they first studied the proposal from the accounting department.

When she asked for supporting documents for actual services rendered, particularly the daily time record (DTR) however, the proposal was suddenly withdrawn, said Vargas.

She said this prompted them to further explore the overtime services by the employees starting with their DTRs.

When she investigated the sudden withdrawal, the staff found municipal accountant Nelson Gumapos’ DTR blank with only his name and signature without his superior’s (local chief executive) signature.

Gumapos’ overtime pay last January to February amounted to P52, 000 said Vargas.

The Human Resource Management Office (HRMO) said the accountant only had one official leave last January while the Municipal Treasurer’s Office confirmed that Gumapos along with the other employees received their salaries said Vargas.

She revealed that the SB’s Committee on Good Government will convene on September 23 to decide on the recommendation for possible disciplinary action if needed.

Gumapos was given the chance to explain but the committee was not satisfied. The other department heads had been asked to provide the committee with more documents to further examine the case in aid of legislation, said Vargas.
