Espino hits PNP policy for worsening peace and order

AN alarmed Gov. Amado Espino Jr. condemned the killings of the teachers and said it was another case of violence that has no place in this otherwise peaceful province.

“It is even more sad and unfortunate that the gunman, who used a 45 cal. pistol, and who was also armed with a carbine and a hand grenade, is an active police officer of PNP Pangasinan who is engaged in 5/6 loans to teachers, at 10% monthly interest,” he added.

Espino added that this latest incidence of violence, underscores the growing deterioration of the peace and order situation in Pangasinan, and the apparent failure of the present system of designating merely “officers-in-charge” instead of installing permanent appointees at the PNP Provincial command in Pangasinan.

He bewailed the ongoing “rigodon” policy of “officers-in –charge” as highly irregular, instituted by the Department of Interior and Local Government for the past two years to deliberately sidestep the required consultation with, and concurrence of, the local chief executive as required by law.

The policy, Espino said, has effectively deprived him as governor of the privilege to choose someone he can trust, and with whom he can work harmoniously and effectively, in the crucial task of promoting and maintaining peace and order in his own province.

“And as long as this highly irregular practice is maintained, the security and the safety of the peace-loving and unsuspecting people of Pangasinan will always be threatened and jeopardized,” he added.

In the meantime, Espino assured his provincemates, especially the families of the victims of this latest act of violence, that he will exert all means to ensure that justice is served.

Espino declared a two-day suspension of classes on Tuesday and Wednesday at the PNHS to allow the faculty, staff and students of said school the much-needed time to recover from the trauma from the Monday’s senseless shooting.

For his part, Second District Rep. Leopoldo Bataoil, also roundly condemned the killing, adding that all concerned should take all preventive measures to deter occurrence of similar incidents inside school campuses in the future. (Tita Roces)
