Barangay officials briefed on crimes vs women and children
MALASIQUI—The town’s barangay officials were given another orientation and briefing on the ‘Katarungang Pambarangay’ procedures and handling of cases involving violence committed against women and children.
Councilor. Keri Domantay, barangay captain of Poblacion and the president of League of Barangays Federation, said he organized the two-day seminar last week because he noted that most barangay officials do not observe the mandated procedure in handling light felonies that results in dismissal of cases filed in courts by victims and complainants.
“We have seen in the past many complainants’ cases being dismissed or weakened because of technicalities in the judicial procedure owing to wrong handling by barangay officials,” said Domantay.
The most common mistake being committed is the impression that the complaints have to be handled by the barangay captain or the barangay councilor on duty instead of the “Lupong Tagapamayapa” which is tasked mainly by the local government code to hear and decide complaints in their respective barangays as persons in authority.
“Usually to make facilitate the hearing, complaints or cases filed before the barangay were heard and decided by the barangay captain or a barangay kagawad even without the lupon,” Domantay noted.
