Talibaew residents taught search-and-rescue operations
CALASIAO — A barangay here that is perennially flooded during the rainy season, and practically under water each time a typhoon hits the town is finally learning to be self-reliant in preparing for and coping with the hazards of flooding.
Officials and volunteers of Barangay Talibaew have began training on water search and rescue operations using their farm equipment particularly kuliglig, the indigenous generator-powered tractor.
According to Fernando De Guzman, officer in charge of the Provincial Disaster Risk Reduction and Management Council (PDRRMC), the training in the barangay was held to train residents in the town and in Daguapn City that are adjacent to the Sinocalan River and to further hone level of preparedness of PDRRMC’s participating agencies.

Mayor Mark Roy Macanlalay, head of the municipal disaster risk reduction and management council (MDRRMC) admitted that most of the residents refused to evacuate during calamities and therefore needed to be trained to handle their own emergencies.
“They insist on staying in their flooded homes to protect their properties,” said Macanlalay as he assured there are enough evacuation centers to accommodate them.
“We are glad that they are cooperative and receptive of what we are imparting to them”, said De Guzman at the end of the rescue drills. (Hilda Martin Austria)
