Over-congestion at BJMP District Jail deplored

WHEN does one say if a jail facility is congested?

It is overly congested if there are 608 inmates in a jail facility built to accommodate only 100.  Such is the present situation at the Bureau of Jail Management and Penology (BJMP) district jail in Dagupan City.

J/Chief Inspector Kenneth Bid-ing, new BJMP Dagupan warden, confirmed in last Thursday’s BP Forum that the jail presently houses 508 male inmates and 100 female inmates.

He said the first thing he noticed upon arrival at the facility to assume his new post as warden was the many “spider nets” used as a hammock hanging all over the place.

“I came to realize they had no place to sleep on due to over congestion,” Bid-ing said, adding that all corners of the cells are occupied “and there was no remedy available except that.”

Due to overcrowding, many inmates already suffer from skin diseases and other communicable diseases.

Bid-ing said he had discussed the problem with Mayor Belen Fernandez who in turn suggested that a possible relocation site be identified immediately.

The BJMP here is already only about 10 meters away from the beach shoreline. (Tita Roces)
