2015 BUDGET DELIBERATIONS

LINGAYEN—Being the vice chairman of the House of Representatives Committee on Appropriations has its advantages.

According to Second District Rep. Leopoldo Bataoil, as vice chairman of the House committee on appropriations he has full and direct access to details of the budgets of the national agencies and can easily monitor budgets that affect the province.

He said initially, he learned that the Department of Public Works and Highways that proposed a P269.71-billion budget included road widening and construction of bridges, local roads, and multi-purpose buildings in his district in 2005.

When asked about the possibility of adding more to the budget to cover fund shortages experienced in some projects particularly the Agno River Integrated Irrigation Project (ARIIP), he said it would already be difficult to add anything to what has already been submitted.

Bataoil also said that any attempt to continue the process adopted by the Disbursement Acceleration Program (DAP)-funded products will be stopped and stressed that only a supplemental budget can help it.

Bataoil said his committee will closely scrutinize the expenditure programs being presented by the executive branch. (Johanne R. Macob)
