Mangaldan department heads dismissed

FOR GRAVE MISCONDUCT  

LINGAYEN– Two department heads and one assistant department head in the Mangaldan local government unit were declared guilty of grave misconduct due to discovered padded payrolls.

On June 26, 2014, the Civil Service Commission (CSC) Regional Office No. 1, through Director Nelson Sarmiento, issued the decision on the administrative case filed against the three.

The Commission found Marilyn D. Gonzales, Evelyn L. Bernabe, and Susana P. Bauzon, assistant municipal treasurer, municipal accountant, and municipal treasurer, respectively, found guilty of grave misconduct.

The three have been meted the “penalty of dismissal with all accessory penalties or inherent disabilities pursuant to the Revised Rules on Administrative Cases in the Civil Service.”

According to Provincial legal officer, Atty. Geraldine Baniqued, the case involved padded payrolls and issuance of checks in amounts that exceeded the approved levels.

From January 2011 to March 2012, the excess in the padded checks accumulated to more than P6-million. Of this amount, P1.9-million was returned by the respondents.

The resolution noted “…respondent Gonzales committed irregularities in the preparation of illegally padded checks, and respondents Bernabe and Bauzon showed their acquiescence thereto by failing to perform their duties of safeguarding finances of the municipal government of Mangaldan,” stated the CSC decision.

It added, “The failure of Bernabe and Bauzon to notice the irregularities perpetrated in various payrolls for several months is highly inexcusable as to make this Office conclude that said respondents in fact knew of such irregularities but did not do anything to prevent them.”

Baniqued said the decision becomes executory after 15 days unless a motion for reconsideration or an appeal has been filed within the period.

Since the decision was issued by the regional CSC, the respondents can appeal to the national CSC.
So far, the Ombudsman has not acted to the criminal cases filed against the three. (Johanne R. Macob)
