Fernandez (left) happily welcomes four-year old Patricia Manuel and her mother to the 31^st Executive Session at the CSI Stadia who dropped by to share the good news that Patricia who was born with impaired hearing, has begun responding to sounds when she started using the hearing aid set given to her by the city government under the program Alagang Balon Dagupan.
