“WORSENING PEACE AND ORDER”

LINGAYEN–The Sangguniang Panlalawigan (SP) has formally invited the officer-in-charge provincial director to appear before the board’s Question Hour on June 2 to give a report on the province’s peace and order situation.

“There is a need to assess the current peace and order situation in Pangasinan on the level of the occurrences of lawlessness and other illegal activities,” reads the resolution passed by the board last week formalizing the invitation to P/Sr. Supt. Sterling Raymund Blanco.

The resolution’s author, Board Member Alfonso Bince, said the invitation was based on the statements of Blanco himself over radio and television programs that “grabe na ang peace and order situation in Pangasinan”.

CARTOONnews 140601Blanco, for his part, said he is ready to appear before the SP and belied the perception that the peace and order situation is worsening.

“Yes I am ready. I would present the peace and order in the province and we are consolidating our data because we want to present to the Sangguniang Panlalawigan the capability of the police, our actions, our assessment and what needs to be done with the prevailing situation,” Blanco told local newsmen Thursday during the Kapisanan ng mga Brodkaster ng Pilipinas forum in Dagupan City.

He said he wants the data to be carefully presented vis-à-vis the police’s limitations in the implementation of laws in Pangasinan.

On another matter, Bince also said that he wants to know the Philippine National Police’s policy on the transfer of policemen to another assignment as he has been handling court cases, especially drug-related, where a policeman who is a witness to an incident or handling a specific case is relieved from his post and is no-show during the trial.

“There should be a program if a policeman is a witness or investigating a crime must not be transferred,” he said.

Further, the provincial board said it wants to be informed of the steps and actions being undertaken to solve the crimes and lawlessness in the province to aid them in the enactment of legislative measures relative to peace and order.

The resolution also said “the presence of the provincial director would renew and enhance the harmonious working relationship between the legislative body of the province and the PNP.”

Recall that Blanco’s predecessor, P/SSupt Marlou Chan, was declared persona non grata by the SP.

FIREARMS

Meanwhile, elements of the Pangasinan Police Provincial Office (PPPO) and Criminal Investigation and Detection Group (CIDG) in the province reported that they continue to seize loose firearms around the province.

P/Chief Insp. Lucrecio Lotho Rodrigueza, CIDG provincial officer, disclosed that its recent operation resulted in the confiscation of one caliber 45, two magazines, and twenty six ammunitions from Armin Pamani of Bayambang.

The Dagupan City Police Station (DCPS) led by Police Chief P/Supt. Christopher Abrahano also arrested Gibson Largo of Bonuan Boquig, Dagupan City and seized one 9-millimeter hand gun with one magazine loaded with seven live ammunitions, 12 live caliber 45 ammunitions, and one airsoft gun.–Johanne R.
