Insurgency addressed in council meeting

LINGAYEN—Pangasinan has officially been declared insurgency-free since 2010, and the Pangasinan Provincial Peace and Order Council (PPPOC) wants to make sure it stays that way.

The PPPOC, led by its chairman, Governor Amado Espino Jr., convened on June 6, 2014 to tackle insurgency prevention, among other peace and order concerns.

“This is where policies to be implemented by different concerned agencies are discussed, to address first insurgency and second peace and order,” said Espino during the first council meeting in two years held at the Capitol Resort, Lingayen.

Espino assured that there are no organized armed group or insurgents based in the province, though he admitted that there may be those who are passing through and staying temporarily.

He added that Citizen Armed Force Geographical Units (CAFGUs) are strategically located around the province to further assure protection and security, particularly from insurgents.

The PPPOC chairman explained that peace and order is very vital not only for security purposes but also for the economic development as in the sectors of agriculture and tourism.

Further, Espino underscored that the PPPOC is not a response unit but a council geared primarily towards the prevention and solution of crimes.

“Let us prevent it (crimes), but if we cannot, then let us solve it. Otherwise, if we can’t solve it, there must be a logical explanation,” told Espino to the members of the PPPOC.

The governor also bared his plans to coordinate with different law enforcement agencies and local government units to formulate policies to further protect students, especially as they shuttle between home and school.

The PPPOC is composed of the provincial Department of the Interior and Local Government led by Reggie Colisao, the provincial government, the Philippine National Police and Armed Forces of the Philippines, Department of Education, Department of Social Welfare and Development, and Philippine Information Agency, among others.–Johanne R.
