Wanted: Rapport
PERHAPS members of the Sangguniang Panlalawigan (SP) misheard P/Sr. Supt. Sterling Raymund Blanco, the relatively new officer-in-charge provincial police director, over broadcast media saying that the peace and order situation in Pangasinan is “worsening”. Or maybe not. But that is now beside the point.
What is important now is that the SP has formally invited Blanco to appear before the council and the police chief, in turn, has reportedly courteously accepted the summon and promised to give an outline of criminalities in Pangasinan and what the police are doing in response, all based on data. Blanco’s presence tomorrow at the provincial board’s Question Hour, a session that is open to the public, is also significant in the sense that it is indicative of the willingness of both parties to maintain rapport. The invite, which comes in the form of a board resolution, categorically says “the presence of the provincial director would renew and enhance the harmonious working relationship between the legislative body of the province and the PNP.” This, of course, is a jab at how things were between the SP — and the provincial government for that matter – and Blanco’s predecessor, P/SSupt Marlou Chan. While court battles were raged over Chan’s appointment, Chan was also declared persona nan grata by the council. It was an ugly scene.
At this point, the harmony between the police and the local government is as crucial as the peace and order in the province. Pangasinenses do not want another Chan situation. What Pangasinan needs is partnership and collaboration in the war vs. criminalities, and what the police and the provincial government can do together.
So let’s hear it from Blanco.

PATIENCE, my dear. If only to remind everybody once again, Janet Napoles remains as the MVP (Most Valuable Person) in the P10-billion pork barrel fund scam, not to mention the P900-million Malampaya Fund scandal. Why? Because she holds the key to the door leading to the unmasking of the true thieves in the twin heists gripping the nation today. That is why it is just right that the state has been extending extra efforts to protect her, to provide her security to the hilt, because if something bad happens to her – as in an assassin suddenly materializing and shooting her to death – all attempts to ferret out the truth and punish the guilty will be totally bamboozled. As the alleged pork barrel fund scam queen, Napoles must be guarded round-the-clock as though she is the country’s No. 1 enemy. She breathes and the wheels of justice grind on so naturally.
Funny, but that’s the harsh truth.
