PDRRMC conducts training courses for staff
LINGAYEN– The provincial disaster risk reduction and management council (PDRRMC) further improved its preparedness level by holding a five-day search and recovery training, and basic self-contained underwater breathing apparatus (SCUBA) diving course.
Fernando De Guzman, executive officer of the PDRRMC, said the training program was for the benefit of personnel of different local DRRMCs and water search and rescue (WASAR) teams to strengthen their capabilities in water-related incidents.
He recalled how help would come late, resulting in deaths because local councils had no capability and could only rely on the Coast Guard to arrive.
He said the recent training has made local councils less dependent and now more capable to respond to emergency cases.
Provincial Administrator Rafael Baraan cited the necessity of the training as he pointed to many typhoons pass that through Pangasinan and that the province is a catch basin of rain and floodwaters.
“It’s good to be prepared and the best thing is to have this capability at the community level,” he said
Imelda Acosta, assistant regional director of the Office of Civil Defense (OCD)-Region 1, hailed the province’s efforts in supporting her agency’s thrust for disasters – prevention, mitigation, and preparedness.
Training personnel from the Philippine Navy and OCD-Region 1 worked with the provincial WASAR team and representatives from Rosales, Urdaneta City, Bayambang, San Carlos City, San Fabian, Bugallon, and Lingayen from May 19 to 23. (Johanne R. Macob)
