Only 25 fish pens to go – CAO

FINALLY, of the 68 fish pens allowed to operate in Dagupan’s rivers until April 30, only 25 remain to be demolished this week after Task Force Bantay Ilog headed by City Agriculture Office (CAO) completed the demolition of 43 structures.

The city government ended up doing the dismantling of 68 fish pens after the owners who were granted an extension period to complete their harvest, reneged on their promise to voluntarily demolish their structures on the agreed deadline.

An angered Mayor Belen Fernandez ordered the immediate removal of all fish pens still operating in rivers, many of whom were caught restocking their pens, two weeks ago to finally give way to the long overdue dredging of the rivers.

Based on number of pens dismantled, there were 411 fish pens that proliferated in Dagupan during the 2013 election, not 218 as originally reported by City Agriculturist Emma Molina to Fernandez.

When Fernandez assumed as acting mayor May 16, 2013, she ordered the dismantling of fish pens to give way to her environmental program “Sa Ilog Ko May Pagbabago“.

Records of the City Agriculture Office (CAO) showed there were 193 illegal fish pens that had already been dismantled as of end of 2013.

Early this year, the CAO dismantled another 150 leaving only 68 remaining.
The 68 pen owners were given a grace period up to April 30 after which the owners promised to voluntarily dismantle their respective pens to save the city government the costs of dismantling their pens.

Among the owners who simply abandoned their pens and reneged on their promises were: Romulo Gonzales (Carael- Calmay), Bambilla/Nelson Coronel (Carael- Calmay), Jun Lozala (Carael-Calmay), Amado Angeles (Carael- Calmay), Erwin Dy (Carael- Calmay-Talaib), Darius delos Angeles (Lucao, Talaib-Carael), Felix Quinto (Lucao), Rey Nevado (Lucao), Milan de Guzman (Tokok-Lucao), Zaldy Ayson (Lucao), Sandy Estac (Carael- Calmay), Jonathan Gonzales (Carael- Calmay);

Jr. Lambino (Tapuac), Romeo Quimboy (Tapuac), B. Caneng ( Tapuac), Lito Zabala (Talaib-Carael), Frank-Ester Raciles (Tapuac), Ludovico Villanueva (Tapuac), Jojo Vallejos (Tapuac), Dotdot (Talaib-Calmay), Lilia Yasar (Talaib-Calmay), Marcos (Talaib-Calmay), Ronaldo Dacurong (Carael-Calmay), Edu Callanta (Lucao), Dante Paragas (Talaib-Calmay, Casimiro Perez (Tokok-Lucao), Capt. Lino (Tokok-Lucao) and Gaudencio Solano (Lucao).

Simultaneous with the dismantling of fish pens, the Water Master III deployed here by the Department of Environment and Natural Resources has commenced dredging along the Pantal-Calmay area last week.
